Specify --enable-vm-service, --pause-isolates-on-exit, rather than --observe.

--observe is a convenience shortcut whose behaviour may change across releases.
As of SDK 1.16.0, it also includes --pause-isolates-on-unhandled-exceptions,
which is not usually desirable for automated coverage collection.
