Allow exceptions from operator == (#2543)

It's confusing to treat an object that throws from `operator ==`
identically to one that returns `false` normally. Intentional exceptions
in `operator ==` are very unlikely, so this change is not likely to
cause too many spurious failures.

package:checks is a relatively new library for expressing test expectations. It's a more modern version of package:matcher and features a literate API.
