Migrate publishing workflows from firehose to setup-dart (#2812) Move PR publish validation into health.yaml (enabled in fail_on to preserve blocking validation errors) and remove Publish from post_summaries.yaml. Update publish.yaml to extract the package directory from the tag and call dart-lang/setup-dart's publish.yml workflow. Resolve CI failures with the prior publish workflow which is no longer supported by firehose.

package:checks is a relatively new library for expressing test expectations. It's a more modern version of package:matcher and features a literate API.
