[migrate] Refactor and organize tests. `AbstractMigrateTest` is used for common set up and helper methods. New groupings of tests: `MigrateDependencyConflictTest`: Tests package dependency conflicts `MigratePackageValidationTest`: Tests parameters, paths, and workspaces `MigrateStepsTest`: Tests migration steps, dry runs, and actual migration executions. Renamed some tests and removed identical tests. Some tests were overlapping and it was hard to see with the naming. This should hopefully make it easier to read and find tests.
