  "message": "[migrate] Refactor and organize tests.\n\n`AbstractMigrateTest` is used for common set up and helper methods.\n\nNew groupings of tests:\n`MigrateDependencyConflictTest`: Tests package dependency conflicts\n`MigratePackageValidationTest`: Tests parameters, paths, and workspaces\n`MigrateStepsTest`: Tests migration steps, dry runs, and actual\nmigration executions.\n\nRenamed some tests and removed identical tests. Some tests were\noverlapping and it was hard to see with the naming.
