Revert `PbMap._wrappedMap` empty map value (#904)
Changing `Map.unmodifiable` to a static `<Never, Never>{}` causes runtime type
errors in `firstWhere` uses, in code like `map.keys.firstWhere(f1, orElse: f2)`.
