Copy idl_parser to WebCore Moves idl_parser from a mirrored dependency within tools/. Corresponds to commit id 5fb1ebf49d235b5a70c9f49047e83b0654031eb7. Adds the appropriate LICENSEs and removes OWNERS and PRESUBMIT.py.
