Run tests on multiple platforms (#86)

- Only use `--fatal-warnings` for the oldest supported SDK. Use
  `--fatal-infos` on the dev SDK.
- Run tests on all 3 OSes.

It monitors changes to contents of directories and sends notifications when files have been added, removed, or modified.
