Prepare to merge into shelf repository Move package into a subdirectory. Remove overlapping files, gitignore and github action workflows. The dependabot will not be replace in the location because we will use the `mono_repo` tool to generate the workflows with up to date dependencies. Update `repository` config to use the anticipated URL.
