Add a LICENSE to _shelf_compliance (#552) The package's source headers say the BSD-style license "can be found in the LICENSE file", but `pkgs/_shelf_compliance` didn't have one. Every other package in this repository has its own LICENSE. Add the repository's BSD-3-Clause license, with the 2026 copyright year that matches the package's source headers.
