[stable] fix windows cross compilation

When using `dart build cli` on Windows to build a Linux target with native assets, the generated bundle embedded the native asset relative path using Windows path separators. This caused the target to fail on Linux.

Risk: Low. The single change to package:hooks_runner is simple (https://github.com/dart-lang/native/pull/3581). I have also manually tested the Windows to Linux cross-compilation scenario.

Issue link: https://github.com/dart-lang/sdk/issues/63953
Change-Id: I5f7705f29fad37d4359ef466543deb72486806ee
Cherry-pick: https://dart-review.googlesource.com/c/sdk/+/541560
Reviewed-on: https://dart-review.googlesource.com/c/sdk/+/542422
Commit-Queue: Brian Quinlan <bquinlan@google.com>
Reviewed-by: Daco Harkes <dacoharkes@google.com>
Reviewed-by: Alexander Thomas <athom@google.com>
",
