Adjust Migration CLI test to work in internal builds. The internal testing environment uses a sandbox that has limited access to local files (such as the Dart SDK), so to prevent the test `test_option_sdk_default` from failing, we need to point it to the analyzer's mock SDK. The existing `_createCli` method already does this, so we re-use it.
