[platform] Fix Utils::IsAbsoluteUint and rename to MagnitudeIsUint. Also remove previous (incorrect) uses in datastream.cc and image_snapshot.cc, now that Utils::IsInt<T>(N, value) can now be run for values of N >= sizeof(T).
