Add triage instructions to the root of pkg/analyzer. This synthesizes our triage discussion and the priorities I wrote in a separate document into a markdown file in pkg/analyzer, as discussed. Dart Web: For programs targeting the web, Dart Web includes both a development time compiler (dartdevc) and a production time compiler (dart2js).
