[Analyzer] Allow files inside .dart_tool to be analyzed when modified These files were already analyzed at startup but not when modified. This meant code generated by flutter_gen would not update unless the analysis server was restarted/the project was reanalyzed. Fixes https://github.com/Dart-Code/Dart-Code/issues/3074.
