[vm/concurrency] Move null safety related state from `Isolate` to `IsolateGroup` As part of making the compiler independent of `Isolate` we have to move various state from `Isolate` to `IsolateGroup`. This CL moves null safety related state. TEST=Pure refactoring - relying on existing test coverage.
