[vm] Resource Identifier fix loading units The loading units were taken from the definitions instead of the references. This CL fixes that and adds test cases. Add some doc comments and references to TODOs. Dart Web: For programs targeting the web, Dart Web includes both a development time compiler (dartdevc) and a production time compiler (dart2js).
