[beta] [CFE] Fix leak introduced with "Add support for allowing imports of unsupported libraries" Issue description: A leak was identified (will cause incremental compiles to leak memory). What is the fix: Redo the change that caused the leak to not save the leaking data but instead report differently. Why cherry-pick: Every-increasing memory usage of the compiler in a hot reload setting is bad. Risk: Likely low. This fix has landed on the main channel with all tests passing. It landed almost right after the beta cut. Issue link(s): None. Issue caught by the weekly bot. Dart Web: For programs targeting the web, Dart Web includes both a development time compiler (dartdevc) and a production time compiler (dart2js).
