[vm, io] Don't have pending Dart_TypedDataAcquire during I/O operations. I/O can take arbitrarily long, and open interior pointers prevent all other isolates in the group to reaching safepoints. Dart Web: For programs targeting the web, Dart Web includes both a development time compiler (dartdevc) and a production time compiler (dart2js).
