[dart2wasm] Skip deferred loading partitioning when there are no deferred imports. This fixes an issue that only arises when compiling in phases. loadLibraryFromLoadId will be treeshaken by TFA if there are no deferred imports. However, when running dart2wasm in a single phase, we get lucky and the member remains available in the kernel. This is not true when we serialize the kernel between TFA and codegen (using the --phases option). After deserializing loadLibraryFromLoadId is removed from the kernel and querying it from the LibraryIndex ends up throwing. To avoid this, we just exit early and avoid all the partitioning logic when we know there are no deferred imports.
