Completion. Replace _addMembers() with _addMembersOfEnclosingInstance()
This fixes a TODO: TODO(brianwilkerson): Replace this method with methods similar to
// `_addMembersOfClass`.
Sorted declaration types.
Made name more obvious that they for with enclosing.
Updated comments to highlight this once more.
