[vm/aot/tfa] Approximate interface calls more eagerly When there is a large number of combinations of argument types, TFA can approximate interface call by dropping actual argument types. This is needed to cap/reduce AOT compilation time in certain edge cases involving auto-generated code, such as package:built_value serialization/deserialization. This change reduces the cap on number of analyzed invocations per selector from 5000 to 1000, in order to avoid 40+ min compilation seen in the wild. The effect of this change on code size and performance is negligible.
