[vm/test] Avoid temporary changes to disassemble_optimized under TSAN. Don't temporarily set FLAG_disassemble_optimized using SetFlagScope in tests when using TSAN, as it doesn't change the behavior. It only adds extra output from the test for debugging purposes, and its use under TSAN can cause flaky results from the TSAN trybot.
