[messages] Use literate api for nonConstCallToLiteralConstructor... warnings. Changes the analyzer code that reports the warnings `nonConstCallToLiteralConstructor` and `nonConstCallToLiteralConstructorUsingNew` to use the literate diagnostic reporting API. In the process, I went ahead and changed the documentation of the message parameter to reflect the fact that the parameter is the name of the constructor, not the name of the class.
