[ Service ] Fix --write-service-info on Windows Uri.parse(...) interprets the Windows drive letter as a scheme, which causes File.fromUri(...) to throw an exception when it calls Uri.toFilePath(). Using the File(...) constructor correctly handles Windows drive letters.
