[analyzer][cfe] Add `futureType` to shared operations Type constraint generation requires construction of the `Future` type in order to handle `FutureOr` input types. This CL adds a shared method for creating `Future` types with the given type argument and uses the shared method in the constraint generation methods in both the Analyzer and the CFE.
