[dart2wasm] Add deferred loading support to dart2wasm (6/X). Wasm globals serve a few purposes in the compiler such as storing static fields and closure vtables. Sometimes the access of these globals will be from a different module than the ones they're defined in. We need some indirection to be able to access them in these cross-module situations. This change adds getter and setter functions that can be called via the StaticTable when a global needs to be accessed from a different module. We use References to track the owning module for each global to determine if we can access it directly or not. Dart Web: For programs targeting the web, Dart Web includes both a development time compiler (dartdevc) and a production time compiler (dart2js).
