[analyzer] Enable literate diagnostic reporting API. This CL enables the new literate API for reporting analyzer diagnostics that was introduced in https://dart-review.googlesource.com/c/sdk/+/445803. The two CLs are separated for easier code review: - https://dart-review.googlesource.com/c/sdk/+/445803 introduces the necessary infrastructure classes and modifies the code generator, but all code generator changes are initially disabled using the flag `literateApiEnabled`. - This CL flips the `literateApiEnabled` to `true`, regenerates the generated code, and makes trivial adjustments to imports necessary to support the newly generated code. In follow-up CLs, I will transition the analyzer over to reporting errors using the new API.
