Revert "[VM] Use IR for code in [CatchEntryInstr]s to populate captured exception/stacktrace variables"

This reverts commit 3531af383ec0ebf0c2629f5d0bb2f25c89e3c35f.

Reason for revert: Caused many buildbot failures.
