[ddc] Manually shard co19 tests in firefox This is an initial step in the investigation to determine if there are specific tests causing the infra failures on the ddc-linux-firefox configuration. Tests will still be randomly distributed across shards but now clustered with the other tests in the immediate sub-directory. If we find only certain sub-directories cause the flakes then we can investigate those further to pinpoint the issue.
