Use flow analysis to report potentially non-nullable local variables that are used before definitely assigned. Not done yet: 1. Switching all unit tests to `performFlowAnalysis()`. 2. Dart Web: For programs targeting the web, Dart Web includes both a development time compiler (dartdevc) and a production time compiler (dart2js).
