[dart2wasm] Add support for module name in wasm NameSection. This annotates each code location in wasm stacktraces with the name of the referenced module. By default v8 only includes an opaque hash to name each module. For tests and debugging where we want to analyze stacktraces the opaque hash alone makes it impossible to associate each code location back to a file. With multiple modules we will need this additional information. Dart Web: For programs targeting the web, Dart Web includes both a development time compiler (dartdevc) and a production time compiler (dart2js).
