Flow analysis: promote when assigning to variables in patterns. Most pattern variable assignments don't need to promote, because pattern variable assignments must be irrefutable, and thus the pattern match cannot fail. There's one exception, though: when the assigned value has type `dynamic`, an implicit downcast is performed.
