[CFE] Fix incremental compiler leak test timing out After adding macro tests to the incremental compiler suite, the weekly bot - doing leak testing on the incremental compiler suite - timed out because the leak test launches the VM with `--pause_isolates_on_start` which causes the macro isolates to start paused and thus nothing finishes. This CL hacks around the issue by resuming such paused isolates.
