[infra] Never cache the latest VERSION object. The gs://dart-archive/channels/$channel/release/latest/VERSION object is used across our infrastructure to detect the latest Dart SDK release. This change avoids race conditions where an older edition may be cached for up to an hour, which can cause releases to fail as they are not detected later during the release process.
