[dartdevc] fix #36253, kernel backend now emits trackLibraries call Also fixes DDC's Kernel backend to emit source maps. There's also some refactoring to move shared code to the shared_compiler, to unblock hot reload implementation work and other fixes (such as exporting private names from the module).
