[vm] Fix inconsistent static_type_exactness_state for fields without guarded cid Static type exactness can be tracked only if field has a guarded cid. This change fixes initialization of static type exactness state to avoid Uninitialized state for fields without field guards. This matches assertion in Field::GuardedPropertiesAsCString().
