[cfe] Refactor isPatch, isAugmentation flags This updates the isPatch/isAugmentation flags to use an augmentation- centric terminology. * We use `isAugmenting` instead of `isPatch` to mark that the origin of a builder is not the builder itself. * We use `isPatchLibrary` on `SourceLibraryBuilder`s created as patches * We use `isAugmentationLibrary` on `SourceLibraryBuilder`s created as augmentation libraries. * We use `isAugmentation` on `SourceClassBuilder`s and `SourceMemberBuilder`s declared with the `augment` modifier. Dart Web: For programs targeting the web, Dart Web includes both a development time compiler (dartdevc) and a production time compiler (dart2js).
