Revert "[vm, gc] Incremental compaction, take 2." This reverts commit 9077bf991f3471d61c8c3b3584c8ac11a7a40bcd. Reason for revert: CBuild and TGP crashes in random Dart code which look a lot like arbitrary memory corruption. Dart Web: For programs targeting the web, Dart Web includes both a development time compiler (dartdevc) and a production time compiler (dart2js).
