[ CLI ] Update `dart compile {exe, aot-snapshot}` to allow for compilation from kernel
Also updates `dart compile kernel` to use `gen_kernel_aot.dart.snapshot`
instead of the VM's `--snapshot` flag.

Dart Web: For programs targeting the web, Dart Web includes both a development time compiler (dartdevc) and a production time compiler (dart2js).
