Revert "[ffi]: Remove pointer elementAt method." This reverts commit f706ff4ee2ecbf7818999723c68f77de514f1222. Dart Web: For programs targeting the web, Dart Web includes both a development time compiler (dartdevc) and a production time compiler (dart2js).
