[stable] Have pub handle all examples in workspace with flag `--example`. Issue description: When workspace packages had non-workspace examples `flutter pub get` would fail. What is the fix: `dart pub get` now resolves all examples in workspace as expected by flutter tools. Why cherry-pick: This disrupts users of workspaces. (Though there are simple work-arounds). Risk: Low, this fix has landed on the main channel and is tested on the same infrastructure. Dart Native: For programs targeting devices (mobile, desktop, server, and more), Dart Native includes both a Dart VM with JIT (just-in-time) compilation and an AOT (ahead-of-time) compiler for producing machine code.
Dart Web: For programs targeting the web, Dart Web includes both a development time compiler (dartdevc) and a production time compiler (dart2js).
