[vm] Generate __eh_frame section in non-MacOS Mach-O snapshots. Factor out the .eh_frame section content generation from ElfWriter, putting in as a static method in Dwarf instead. Create a __eh_frame section in the __TEXT section of non-MacOS Mach-O snapshots with the same information as .eh_frame in ELF snapshots.
