[vm] Simplify IsolateSpawnState Move SpawnCount logic into SpawnIsolateTask, where it logically makes more sense. This eliminates some code and also prevents IsolateSpawnState from having lingering pointers to the parent Isolate's fields after it might have been reclaimed.
