Revert "[cfe] Build some annotations during outlining"

This reverts commit 1df5fb3d5797a44aa64770bace1573484486d7f4.

Reason for revert: large regressions on Flutter microbenchmarks. Reverting to prevent this reaching Flutter.

Dart

A client-optimized language for fast apps on any platform

Dart is:

  • Optimized for UI: Develop with a programming language specialized around the needs of user interface creation
