[ dart:io ] Ensure socket IDs are unique It's not safe to use the FD as the socket ID as it can be reused once a socket is closed. This change updates the socket ID to be a monotonically increasing integer assigned to each new `_NativeSocket`. This change also removes the use of `dynamic` throughout much of the network profiling code.
