Revert "[analyzer/cfe] Report an error when declaring a mixin class with final, interface, or sealed." This reverts commit f17e9732c5e989cc79a84a01c147e10407e11745. Reason for revert: Merged this and forgot there were dependencies that needed to be merged first.
