Re-land "[vm] Prevent access to non-annotated members through native API."

Two fixes:

  - Make entrypoints_verification_test work on configurations where CFE compilation
    is separate from execution.
  - Add missing entry-point annotation for Windows.

The original revision is in patchset 1.
