[vm] Object pool `SnapshotBehavior` for bootstrapping native functions `NativeCallInstr::EmitNativeCode` `link_lazily` code path uses the new snapshotting behavior, and the non-`link_lazily` checks that it's never snapshotted. The snapshot behavior argument is threaded from the the EmitNativeCode to the places where the pool entry is constructed. Does not yet migrate `kSwitchableCallMissEntryPoint` and `kMegamorphicCallEntryPoint`.
