[vm] Cleanup dead code around TypeArgumentClassFinder TypeArgumentClassFinder.FindClass always returns null (because non-null values are never stored to TypeArgumentClassFinder::klass_). Consequently, code using TypeArgumentClassFinder (TypeUsageInfo::PropagateTypeArguments) seems to be redundant and can be removed, along with another utility class TypeArgumentInstantiator.
